This is the story of a part of Bihar which is known as Seemanchal. Seemanchal is that part of Bihar which is bordered by Nepal and West Bengal on one side and on the other side it is bordered by Bhagalpur, Madhepura and Supaul.

Seemanchal, consisting of Araria, Purnia, Katihar and Kishanganj distt whigh is still deprived of basic necessities even after so many years of Independence. Let us inform you about the education system here today.

The following are the literacy rates of the four districts of Seemanchal, which are included in the most backward districts of Bihar ~ Araria – 55.1%, Purnia – 58.23%, Kishanganj – 57.02%, Katihar – 53.56%. (2011 census)

Before the year 2018, there was not a single university here for graduation and higher education.
In the year 2018 after 248 years of formation of Purnia district, Seemanchal got a gift from the Government of Bihar in the name of Purnea University. Which was needed for many years because before that all the colleges of Seemanchal used to come under Bhupendra Narayan Mandal University (Madhepura).

You will be surprised to know that the undergraduate course which other universities of India used to complete in 3 years was completed here in 5 to 6 years.

In such a situation, there was a wave of happiness among the children (especially those who could not go out and complete their studies due to financial problems) and parents of the entire Seemanchal due to the decision of Bihar CM Nitish Kumar to form Purnea University.

They was seeing a ray of hope that maybe now the children of this place will also be able to do further studies after getting a bachelor’s degree in 3 years or will be able to sit in any competitive examinations and will brighten the name of Bihar along with Seemanchal.

But alas, It is a matter of shame for the Government of Bihar, Ministry of Education and University Administration that the final year of the first batch of graduation (2018-21) has not yet been completed. It seems that hardly the first batch will be able to graduate this year (which doesn’t seem to be expected).

Despite the completion of 2 years of the first year examination, the marks sheet has not been provided to the students.

After the agitation of all the students and student-union the university announced the date (3-10 jan) for filling the examination form for Part 3 on 31st December 2021.

But till 3 days, children kept going round the university and college with their problems, some were not able to login and some were showing pending results. (While all are passed / those who were promoted have also passed except few of them.)

Till the last date, only 60% of the students were able to fill the form (data from the University Education Department), the problems of the rest has not been resolved yet.

Due to the agitation of various student-union and all students, the university extended the date, but the problem of the children remains the same.

There is no one to listen to them, Not a response on the helpdesk phone or mail nor from the college administration. The students allege that they are not treated properly, after all what is their fault ? no one is listening. why?

The students have to travel 50 to 100 km away from their home to the university for a minor work. At least 2 to 3 times then the hearing takes place.
Most of the colleges under PU never have regular classes.

And for this no concrete steps are being taken by the university. What’s the use of getting a degree without taking classes?

In the same way, the university is playing with the future of the second and third batch students as well. The second year examination of 2019-22 and the first year examination of 2020-23 have not been done yet.

On the contrary, in BN Mandal university and various univs of Bihar, all the examinations have been completed and some are going on. Purnea University’s session is hanging in the balance, they are still sleeping.

The enrollment process of UG for the session 2021-25 is still going on. Even after the arrival of the 3rd list, the names of many meritorious students have not yet appeared in the list.

The cutoff list is also not published with vacant seat. The students and the diff student-union allege that the enrollment process has been rigged.
PU is playing with the future of about 30,000 (per batch) children of Seemanchal.

You will not find anything up-to-date on PU website. Even you will get the notice through whatsapp, fb, telegram. When students agitate in the university for their demands, they are shown the fear of the police and given just assurance.
Perhaps the university is taking the power of the students lightly. Entire Seemanchal will raise voice for playing with our future and this voice will also be heard by the office bearers sitting in Patna.

Although we were shown many dreams in the beginning, Bihar CM Nitish Kumar had said that we will make PU a model university, it is going to be four years and the situation has become bad in the beginning itself.

From various restoration to education system, rigging is being seen.

Purnea University students have a question from CM Shri Nitish Kumar- Will Bihar be taken forward in education in this way?

Will a model university be formed in this way?
Will the backward district of Bihar be progressed in this way?
Do the government and the university not want that we students of Seemanchal should also illuminate the name of Bihar?

After all, who will listen to our voice?

Our demands
• PU sessions should be regular.
• There should be regular classes in all colleges.
• Get immediate solution to the problems of the students
• Vacant seats to be filled
• All colleges should have NAAC assessment.
• Entrepreneurship based professional courses should be introduced.
• Timely examinations and results should be published.
• PG education should be started in maximum colleges.
• University website to be up to date.
• The rates of various forms should be reduced.
• Upgrade the helpdesk and ensure that the problems of the students are resolved at the earliest.
• Student union elections should be conducted.
• Rigging should be banned.
